19 of the Russian's 21 victories have been earned on hard courts
A comeback Medvedev secured his first championship for 882 days with a win over Frenchman Moutet in the tournament final.
Medvedev, a former world number one, has endured a torrid season, managing just a single victory at the Grand Slams and undergoing a meltdown at the New York tournament.
Medvedev's unpredictability on the tennis tour - and difficulties with his serve in especial - caused him falling of the elite rankings and ultimately parting ways with long-term mentor Gilles Cervara.
Presently collaborating with his coach and Goetzke, Medvedev has consistently progressed in the past month - peaking in a hard-fought 7-5 4-6 6-3 win over challenger Moutet.
It is his maiden trophy after the Italian tournament and initial on a hard surface after that period of the previous year.
Success also indicates he has achieved twenty-one championships at 21 various events.
"It's the first time I am participating in a competition with my children together, so to win a title is particularly special," said world number 14 the champion.
"This victory is in tribute of my second daughter her name, because the first title I got when my child her name was born was for her."
The tennis star, the past champion, had lost his past six championship matches, featuring in Halle in the past months.
The player's counter-punching strategy and frequent reactions on the tennis court had led commentators to wonder if his ability to compete at the top level was concluded.
Yet the athlete has altered his approach in the past month, making an effort to come to the net and play positively, backed up by an improved serving game.
Medvedev recovered from a deficit in the opening set against the tricky Moutet, securing 4 of the final five points to gain the advantage.
Both players swapped breaks in the following set before Moutet, attempting for his initial ATP Tour title, gained dominance to push for a third set.
Moutet saved four early break points in a close final set before the champion secured a break to 15 to secure the win.
Suitably, Medvedev earned the win with a shot at the net, with his opponent unable to handle a return after two hours and 38 minutes.
