British Broadcasting Corporation Gaza Film Considered a 'Serious' Breach of Broadcasting Regulations, Says UK Media Regulator

The British broadcaster engaged in a "major breach" of media regulations by failing to disclose that the presenter of a documentary about the Gaza conflict was the offspring of a Hamas official, as determined by British broadcasting authority Ofcom.

An probe by the broadcasting watchdog into Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The BBC's director general had earlier expressed regret, stating there had been "a significant failing in relation to accuracy".

The regulator has directed the BBC to transmit a peak-time statement about its conclusions.

"Since this amounts to a major infringement of our regulations, we are instructing the corporation to broadcast a statement of our findings against it on BBC Two at 9pm, with a schedule to be determined," the statement read.

'Risk to Undermine Credibility'

The authority's report stated: "Our probe concluded that the film's failure to disclose that the narrator's male guardian held a role in the Hamas-administered government was significantly deceptive.

"This implied that the public did not have critical information which may have been very significant to their evaluation of the narrator and the information he provided.

"Credibility is at the heart of the connection between a television network and its viewers, notably for a state-funded media outlet such as the BBC.

"This error had the risk to erode the significantly high amounts of credibility that audiences would have placed in a documentary produced by the BBC about the Gaza conflict."

The programme was removed from the BBC's streaming service in last February after the narrator's familial connections were revealed, and in the month of July an corporation's own inquiry determined it violated the organization's journalistic standards on truthfulness.

A corporation official said: "The regulator's decision is in line with the results of the corporation's inquiry, that there was a serious error in the documentary in relation to the corporation's content standards on accuracy, which aligns with Rule 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we comply with Ofcom's decision in complete. We will comply with the penalty as soon as the date and wording are confirmed."
